Here's something for our more technical readers - our submission
to the quaintly named Expert Group to Review the Operation of the Securities and
Futures Market Regulatory Structure (in Hong Kong) - let's just call it the
Expert Group.

one section which contains information obtained during your editor's service on
the SFC Shareholders Group, and as such is restricted by Section 59 of the SFC
Ordinance.
If you are wondering what this is all about, one of the
recommendations of the PIPSI Report of the Panel
of Inquiry into the Penny Stocks Incident was that the regulatory structure be
reviewed, so the Financial Secretary on 26-Sep-02 announced
the appointment of the three-man Expert Group with a six-month mandate to review the
system. On 9-Oct-02, the Expert Group held a press conference and issued
a press release inviting submissions. You can also watch the video
